With this new special edition of Flash Builder 4, you will now be able to build both web and desktop applications that interact with the Force.com API.
The developer preview of Adobe Flash Builder for Force.com is now available on the salesforce.com developer web site. Expected final delivery is currently scheduled for the first half of 2010.

Does this actually require a separate install, or is there an extension available for an existing FB4 install?

Flex is a great free open source framework for building and maintaining expressive web applications that deploy consistently on all major browsers, desktops, and operating systems.
